Our client in Killeen, Texas is currently seeking a proficient Human Resources Manager for a direct hire position that offers the opportunity to have a substantial impact within the realm of government contracting. While this role is remote-flexible, it requires physical presence in the office at least four times a month.

Human Resources Manager Role:
- Lead HR strategy, labor relations, and compliance in a government contracting setting, ensuring adherence to contract-specific requirements, labor laws, and collective bargaining agreements.
- Hands-on involvement in SCA compliance, union workforce management, employee relations, talent acquisition, and HR operations.
- Act as the main point of contact for labor relations, grievance administration, and collective bargaining agreements.
- Collaborate with leadership to implement HR strategies for recruitment, retention, succession planning, and workforce development.
- Manage HR operations encompassing compensation, benefits, training, compliance, and employee relations.
Human Resources Manager Background Profile:
- Minimum of 5 years of HR experience in a government contracting environment, including at least 3 years in labor relations and union settings.
- Familiarity with the Service Contract Act, Collective Bargaining Agreements, and federal labor law compliance.
- Demonstrated proficiency in labor negotiations, grievance administration, dispute resolution, and SCA wage/fringe implementation.
- Bachelor's degree in Human Resources or related field is mandatory.
- PHR, SHRM-CP, SPHR, or SHRM-SCP certification is required.
- Competency in HRIS systems and Microsoft Office Suite.
