But reaching them isn’t easy. Trade marketers face a fragmented network of retailers, seasonal demands, and logistical challenges. Mumbai’s Liquor Industry: Caught Between Revenue and Rhetoric The liquor industry remains one of the biggest contributors to state revenue through excise — and yet, it faces increasing operational hurdles under the guise of public safety. One example: home delivery being asked to shut down in Mumbai, citing the risk of underage access. A valid concern, on paper. But ironically, surrogate advertising for pan masala continues unabated during prime-time cricket, disguised as ilaichi and lifestyle products — reaching millions, including children. If underage exposure is truly the concern, why is junk food laden with sugar, preservatives, and artificial enhancers aggressively marketed to children on television and digital media, without so much as a warning? Let’s not confuse selective regulation with genuine responsibility. On one hand, we restrict home delivery of alcohol — a service that ran efficiently post-COVID with age-verification protocols. On the other, we hike duties on liquor every few years to fund government expenses, while pushing brands into a corner with contradictory compliance norms. The need of the hour? Balanced, evidence-driven policy that holds all industries to the same ethical and safety standards. Not one where revenue is welcome, but ease of doing business is denied under outdated pretexts
