fix(settings): exclude auto-generated CHANGELOG.md from spell check

Description

Added CHANGELOG.md to the ignorePaths array in .cspell.json to prevent spell check CI failures caused by truncated commit title artifacts in the auto-generated changelog.

GitHub's squash merge truncates long PR titles at ~72 characters, producing fragments like "Spac" (from "Space"). Release-please copies these truncated titles verbatim into CHANGELOG.md, and cspell flags the fragments as unknown words.

Since CHANGELOG.md is machine-generated by release-please and marked "Do not edit manually," spell-checking it provides no editorial value. Whole-file exclusion is the correct long-term fix for recurring truncation artifacts.
