No. There are no changes to the 2026 active, active pro bono, inactive or retired license fees. The LRAP assessment remains static for 2026. The Client Security Fund did not change and remains at $15. LRAP assessments also remain static at $10.
Additionally, those whose gross income is estimated to be less than $48,750 in 2026 will be eligible for a 20% discount to the base license fee.
Pracititioners with an annual gross income (AGI) below $48,750 will have a reduced fee equivalent to 80 percent of the regular active licensee base fee. The projected AGI for the coming year will be used to determine that year’s license fee.
The discount does not apply to special assessments or section dues (CSF Assessment, LRAP Assessment, Section Dues). The discount is not available for active pro bono, active partial year, inactive, or retired lawyers and licensed paralegals.
AGI includes income from all sources (not just legal work) and from all geographies (not just Oregon-sourced income). AGI does not include income from a spouse or other members of the household.?
To qualify for the discount, license holders must certify on the form established by the OSB CEO, that their projected AGI meets the income threshold requirements. If a licensee's AGI exceeds $48,750 in the year a discount was taken, they must make a true-up payment—that is, the amount of the discount given. Those who take the discount may be audited to verify the accuracy of projected AGI.?
Fee payments are due on or before February 2, 2026.?Payments made by U.S. mail or other delivery service must be physically received at the bar center by 5:00 p.m. on the due date regardless of postmark or delivery service guarantee. Online payments are timely if received by 11:59 p.m. on the due date. ?
Payment by credit card is not complete until the transaction has been approved by the bank card merchant authorizer.?
The due date for those admitted during 2026 is 30 days from the date of admission to the Oregon State Bar. A licensee admitted during 2026 is suspended if payment is not received 90 days from the date of admission.?
A late fee is assessed for lawyers and licensed paralegals admitted prior to 2026, and who pay after February 2, 2026.

If you are a member of a firm or company with multiple OSB licensees, you may also consider establishing a Company Administrator with authority to pay fees and complete IOLTA reports for all of your firm’s lawyers and licensed paralegals.?

We do not offer installment plans but do accept partial payments. Please call the accounting department at (503) 431-6308 to set this up. Please note, however, that partial payments will not prevent a fee increase if you have a balance due on mandatory fees after the deadline for payment, nor will it prevent suspension if the full payment is not made by April 1. If you make a partial payment, please clearly indicate your intent to make partial payments and include your bar number on your statement or check. A receipt showing the remaining balance owed is sent each time a partial payment is processed.

We offer two types of fee waivers and one type of exemption. All waivers and extensions require that applications be received by the February 2 deadline to be effective. Waivers and exemptions apply only to mandatory fees and assessments, not section memberships. The available options are:?
Military: Available to OSB licensees in active U.S. military service serving in any branch of the U.S. armed forces. Waivers will be granted regardless of the practitioner's length of active duty for the year the waiver is granted. Please supply a copy of your current active duty orders with the completed Waiver Request Form.
Other Waiver: Available to those participating in VISTA, Peace Corps, AmeriCorps and other volunteer programs serving the national interest or the legal profession, and for which they receive only a subsistence income, stipend or expense reimbursement as their principal source of income. Waivers will be granted if the lawyer's service encompasses the majority of the year and otherwise meets the criteria for this category. Please supply documentation with this waiver request using the Waiver Request Form.
Hardship Exemptions require proof of both extreme financial hardship and of a physical or mental disability that prevents working. Hardship exemptions are for a one-year period only; requests must be resubmitted annually on or before the fee due date of the year for which the exemption is requested. Licensees who wish to apply for a hardship exemption should complete the Hardship
Exemption form and provide the requested documentation.
Anyone who has been granted power of attorney for an OSB licensee currently serving in the military and deployed overseas can complete the waiver form on the lawyer or licensed paralegal's behalf. The person holding power of attorney should sign the form and indicate he or she is signing under power of attorney. The form must be remitted by 5:00 p.m., February 2, 2026.?
You should receive a receipt via email to the email address listed on your account in your record. If you need a duplicate receipt, log in to your Dashboard, select the “Account” tab and click on “Order and Fee Payment History” to print a duplicate receipt.
Yes. This is a relatively new requirement and is in response to known security issues with public display of users' payment status. You may pay fees through your individual credentials or have an authorized Company Administrator pay your fees. Please note that individual license holders are responsible for ensuring all compliance matters are completed.
Only in special, limited circumstances. Rule 2.4(4) of the Rules of Licensure requires all OSB licensees to designate an email address for receipt of bar notices and correspondence except licensees whose licensure status is inactive, or for whom reasonable accommodation is required by applicable law. Alicensee seeking an exemption from the email address requirement must submit a written request to the Chief Executive Officer, whose decision on the request will be final. Licensees who have been exempted from the email requirement receive required regulatory notices through the U.S. mail.??
You will be assessed an automatic late fee after February 2 and you will then have until April 1, 2026, to make your payment. If you do not pay by the April 1 deadline, you will be administratively suspended on April 2, 2026. If you do not wish to maintain your OSB license, or wish to change your status, please review our Status Changes pages.
Active licensees whose annual income is at or below $48,750 will qualify for the discounted fee. You can find more details on the discounted fee tab.
If you pay active licensing fees and then transfer to inactive, active pro bono or retired status on or before 5:00 p.m. on February 2, 2026, we will refund the difference in licensing fees. Licensing fees are otherwise non-refundable.

Section memberships are not automatically renewed. Sections you joined in the prior year will be pre-checked on the Sections page of your fee statement. You can add or remove sections on that same page, but please note that section dues are not refundable after payment has been made. Section memberships are not transferrable.
Section membership is voluntary and any licensee of the bar may join any number of sections. Some sections also accept affiliated professionals and law student memberships. Affiliated professionals interested in joining a section should use the Affiliate Section Membership form. Law students interested in joining a section should use the Law Student Associate Program form.
Some sections offer complimentary section memberships to new licensees, law students, over 50-year licensees, or members of the judiciary. If you think you qualify for complimentary membership use the respective form available here. New and 50-year licensees can receive complimentary section memberships online after logging in. Note that section membership fees are not refundable if you later discover you qualified for the complimentary membership.
