While we cannot provide legal advice or answer legal questions, we can refer you to a lawyer who may be able to assist you with your legal matter. When you contact us for a referral, we will ask for your name, phone number, email address, preferred location, and a brief description of your legal issue.
We will then provide you with the name and phone number of a lawyer who may be able to help and who is located near you or near the location where assistance is needed. We can also send a confirmation email so you have the lawyer’s contact information for future reference. You must contact the lawyer within two business days to schedule an initial consultation regarding your legal matter.
You are entitled to an initial consultation of up to 30 minutes for a maximum fee of $50. Any additional fees must be arranged directly between you and the lawyer. The Lawyer Referral Service does not set limits on fees beyond the initial consultation.
Please note that all participating attorneys do charge for their services. The Lawyer Referral Service does not offer free or pro bono attorneys.

We can help you determine the type of assistance you may need and provide information about other Oregon State Bar, government, and community service programs that may be available to assist you.

The Modest Means Program helps moderate-income Oregonians access affordable legal assistance. Eligibility is based on the type of legal matter, the applicant’s income and assets, and the availability of participating attorneys. If you qualify for the program, a Modest Means attorney will charge a reduced rate for any legal services provided beyond the initial consultation.
The Modest Means Program is available only for family law, criminal defense, foreclosure, and rental housing matters at the trial court level; appeals are not covered. Please note that we cannot guarantee placement with a Modest Means attorney.
The best way to determine whether you qualify for the Modest Means Program is to apply. If you do not qualify, we can discuss other options, including a referral to a Lawyer Referral Service attorney.

The Free Legal Answers Program helps low-income Oregonians get answers to their legal questions. If you meet the financial eligibility requirements, you can submit a written question, which will be answered at no cost by a volunteer attorney. After receiving a response, you have the opportunity to submit a follow-up question based on the attorney’s answer.

The Military Assistance Panel connects deployed servicemembers and their dependents with lawyers who provide up to two hours of legal advice at no charge. Our volunteer attorneys are trained to assist with matters related to the Servicemembers’ Civil Relief Act (SCRA) and can also provide guidance on a wide range of other legal issues.

Oregon lawyers volunteer as Problem Solvers to provide free legal information and advice to children. Any young person between the ages of 13 and 17 can call to request a referral to the program. Volunteer attorneys offer a free 30-minute consultation. Please note that the program has a limited number of participating attorneys—call to check availability in your area.
