I came across a troubling job description today that was looking for one person to be a Business Analyst, Product Owner, Scrum Master, and Project Manager. All rolled into one. The job description was written as if this were a way to be efficient, under the guise of being "lean". I have a problem with this for several reasons. First, let’s be real—this isn’t “efficiency.” It’s a recipe for burnout and confusion. Each of these roles has a unique purpose, and some of them are mutually exclusive (this is by no means an exhaustive list for each role; this is just to compare each role): - The Business Analyst typically digs deep into problems and translates them into clear requirements; often considered a "product expert" or "product specialist" and usually is part of a "project team"; the Business Analyst doesn't manage the workload of the team - The Product Owner prioritizes the team's work based on customer needs and business value; the Product Owner is also supposed to be responsible for creating user stories (similar to how the BA writes requirements, but I tell Product Owners that they do not need to be "product experts" - they have the team for that, but they do need to be "product enthusiasts" and know enough about the product to make business decisions); the team decides who does what to meet obligations - The Scrum Master is an Agile expert and coaches long-lived, cross-functional teams, clears roadblocks and impediments, and has a different focus from the Product Owner... the Scrum Master has a team-centric focus, where the Product Owner has a customer-centric focus, and these different points of view will often conflict, sometimes a lot - The Project Manager focuses on planning schedules on fixed timelines, managing resources, and typically has a fixed scope and fixed budget; and teams are formed and brought to the work, then those teams are disbanded to be formed into the next teams for the next project, and the PM decides who does what to meet project obligations and timelines The irony is that each of these roles can serve a valuable purpose under the right circumstances, but they can't all exist (effectively) in the same person. Expecting one person to wear all these hats doesn’t mean you’re Agile. It means you’re setting someone up to drop one (or more) of these hats—usually the ones tied to long-term value. Being Agile isn’t about squeezing roles into fewer people. It’s about creating clarity so teams can thrive and deliver value more effectively. When roles are blurred, decision-making gets muddy, accountability disappears, and ultimately, the product suffers, and by extension, so does the customer. Let’s stop calling overloading people “lean.” It’s not lean. It’s just...mean...and extremely unproductive. Hey, #USAID folks struggling to find copies of your regs that were taken down. I've added them, to the best I can, to my acquisition blog site (agile acquisition dot com). Go to the menu and find "Backups." I don't recommend accessing it from your Govt computer (will probably get blocked), but you can access it from your phone or print out what you need from home. If my site gets shut down, I have a dozen more--this is the most aligned with Contracting/Acquisition. If that doesn't work, I have several other avenues (because Contracting Officers should always have contingency plans!). Read the explanation above the list of links before you begin viewing or downloading. Some organizations have removed the Scrum Master position without seeing a reduction in delivery. In those scenarios, you could argue it actually improved delivery…but I wouldn’t give up on the idea of a Scrum Master just yet. There is no ceiling to the value of incremental improvement provided by a great Scrum Master who is empowered to make a difference. It might be worth doing a retro on the hiring practices and organizational culture which allowed the scenario to happen in the first place. Form100Consulting

ARCYBER chief’s advice to industry: Make interoperable tech and start at the edge By USSA News; 20 August 2025   TECHNET AUGUSTA 2025 — As the Army embarks on its modernization journey online with the service’s recent transformation initiative, its cyber leader made clear that the service is seeking interoperable, off-the-shelf capabilities from industry to replace more bespoke, rigid offerings.   “The biggest opportunities that I see are from a modularity and platform independence standpoint. I think our approach is to use shared frameworks and APIs [application programming interfaces] in order to have cyber and EW [electronic warfare] effects be able to talk to each other,” Lt. Gen.
