Testing industry through different types of wargames, involving both military personnel and representatives from industry, is critical. These should simulate complex military scenarios and their commercial dimensions, forcing collaborative problem-solving. They should use real data that reflects the real capacities of different companies and their supply chains. Failing to address policy constraints, supply chain bottlenecks, and competing military and civilian needs before a conflict arises will leave American forces unprepared, especially against a major adversary like China. Wargaming is vital because it realistically tests the resilience of the defense industrial base by forcing participants to counter deliberate, adversarial actions in a dynamic environment. For example, a scenario might involve a Chinese team conducting coordinated missile strikes against critical manufacturing plants and logistics hubs, severely degrading the production and delivery of advanced fighter aircraft or missiles. Alternatively, a Russian player could deploy cyber operations specifically designed to disable manufacturing lines at major defense contractors, creating sudden shortages of essential military equipment.

Voyager Technologies is opening a new manufacturing facility in Southern California. The company announced Thursday it set up the 140,000-square-foot site in Long Beach, California, to support development and production of electronics, software and propulsion technologies used in spacecraft and defense systems. The move places Voyager alongside a growing cluster of aerospace firms in Long Beach and the broader Los Angeles region. Modalic CTO Landon Buechner and I spent time supporting the 25th Infantry Division and U.S. Army Hawai'i’s Joint Pacific Multinational Readiness Center (JPMRC) 26-1 Exercise in Oahu. We are focused on aligning our mothership UAS and spatial AI-powered autonomy products directly with the mission and needs of USARPAC and the greater INDOPACOM. Following our win with Army xTechDisrupt, Modalic was embedded with the 25th ID team to demonstrate our capabilities — including the on-drone 3D reconstruction shown in the graphic, used for targeting, mapping, and battle damage assessment. We are expediting development and planning ahead for Block 1 system deployment in the Pacific later this fiscal year to support our partners.

As undersea, ISR, and AI-enabled systems move from concept to fielded capability, the technical challenges are no longer the limiting factor. The constraint is coordination. What I’m seeing across government programs isn’t a lack of innovation — it’s friction at the seams: • Between sensing and decision-making • Between autonomy and human command • Between acquisition timelines and operational reality Undersea systems, distributed ISR, and AI-enabled platforms don’t fail because the algorithms aren’t clever enough. They fail when ownership of integration, validation, and escalation is unclear. This is where mature PMOs matter — not as reporting layers, but as decision-enabling infrastructure. In GovCon environments, especially those touching ISR and autonomy, execution depends on: • Clear authority boundaries • Early integration truth • Test discipline aligned to how systems are actually used As these domains converge, speed will continue to be emphasized. But without governance that matches the complexity of the system, speed simply accelerates rework. The biggest obstacle to deploying microreactors is not reactor design. It’s everything around the reactor. Last week at TEVCON, Ashley Sadorra of Idaho National Laboratory led one of the most substantive conversations I heard all week on what it will actually take to move advanced nuclear into the field. I was also grateful she took the time to stop by the Tam Fortis Solutions, Inc. exhibit and spend real time with our team. A few themes came through loud and clear: • fuel supply and domestic fabrication are still the first gate • government can play a vital role in ensuring real demand signal and financeable acquisition pathways, to line up deployment with need • public trust moves faster when we properly communicate recycling, jobs, resilience, and mission value That is exactly why we believe the future belongs not just to advanced reactors, but to deployable reactors: manufacturable, transportable, licensable, financeable, and field-ready. Walks on West Cliff | 07.24.2025 I recently enjoyed a windy walk on West Cliff with ☀ Danny Andreev, Founder & CEO, and Claire Ricketts, COO, of Sunburn Schematics, a local Santa Cruz engineering firm developing advanced electronics for harsh environments including space. Danny and Clair shared fascinating insights about the evolving dynamics of the "New Space" industry which is rapidly evolving, moving away from the traditional model of designing every component for maximum lifespan. We're seeing a shift toward a more agile, cost-effective, and adaptable approach. This means embracing shorter lifespans for sub-assemblies, driven by increased modularity, rapid technological advancements, reduced costs, and the advancing capabilities of in-space manufacturing and servicing. Key Insights from Danny and Clair: 1. It's cheaper than ever to launch valuable hardware in space. 2. The number of satellites in orbit is growing rapidly because of these cost reductions. 3. Consequently, the demand for space-grade electrical and hardware components is surging. This creates a significant opportunity for innovative, specialized electrical hardware vendors (like Sunburn Schematics) to support the next generation of space companies. 4. With the K1000ULE participating at both U.S. Army 'Ivy Sting 4' and 'Ivy Sting 5' events, the K1000ULE is now deeply integrated into the U.S. Army’s Next Generation Command and Control (NGC2) ecosystem through Anduril’s Lattice platform. The K1000ULE brings a slew of long-endurance autonomous capabilities directly into the Army’s emerging digital battlefield architecture. Lattice serves as a software-defined command and control environment that connects sensors, platforms, and decision-makers through a common data layer; enabling machine-to-machine coordination and dramatically accelerating battlefield decision cycles. With this integration, the K1000ULE becomes a fully networked airborne node within NGC2, capable of being strategically maneuvered directly from Lattice with autonomous tasking and multi-payload mission execution. Commanders can dynamically position the K1000ULE across the battlespace while Lattice coordinates sensor data, mission priorities, and operational objectives. This allows the K1000ULE’s persistent endurance to translate into real operational advantage, placing a long-duration ISR and effects platform exactly where the battlefield requires it. The integration extends far beyond flight control. Through Lattice, operators can task the K1000ULE’s EO/IR FMV to autonomously slew to targets, track activity, and assist in identifying threats, while simultaneously ingesting ELINT data collected onboard the K1000ULE to detect and geolocate hostile emitters with precision coordinates. These detections can be shared instantly across the NGC2 network, providing commanders with actionable intelligence that can support targeting and time-sensitive decision-making across the formation. Finally, the K1000ULE strengthens the digital backbone of the battlefield itself. Using the K1000ULE's Aerial Tier Networking Extension (ATNE) capability, the aircraft can dynamically provide communications relay and resilient data connectivity across dispersed forces, even in comms degraded environments. When combined with Lattice’s distributed mesh architecture, the result is a persistent airborne platform that senses, connects, and supports operations across the Army’s evolving NGC2 framework. For the warfighter, this means faster decisions, greater situational awareness, and a more connected battlespace - all powered by the endurance and versatility of the K1000ULE! Anduril Industries

Innovate: Drone dominance built on Guam—2026 blueprint to turn robotics into our next industry Guam is entering 2026 with a rare alignment—the kind that only appears a few times in a generation. Globally, technology is accelerating toward a new industrial reality. Robotics, autonomy, artificial intelligence, and advanced manufacturing are no longer fringe innovations; they are becoming the core operating system of the modern economy. At the same time, the United States is rapidly reshaping its defense and industrial posture, pushing drone production, streamlining procurement, and moving sustainment capability closer to where forces actually operate. For Guam, this convergence creates a defining question: Will we remain consumers of 21st-century technology—or become producers of it? The encouraging truth is that Guam already has the early building blocks of a drone- and robotics-driven industry. What’s missing is a clear 2026 agenda to scale it.
