Peter is of assorted Latin descent and Austrian by nationality. Tech diplomat, protagonist, technologist and active investor in international relations and tech firms. Sometimes also a disruptive spanner in the too neat machinery defining our future.

Peter serves as Minister-Counsellor for Digital Economy Policy at the Delegation of the European Union to Japan and resides in Tokyo since 2023. Digital economy policy, tech diplomacy and economic statecraft became a top-priority in the EU-Japan relations. As like-minded countries Japan and the EU share a very similar vision of what a functional and delivering digital economy is. Peter drives the narrative on European key policies such as the AI, semiconductors, quantum, 6G, online platforms, data-flows or cyber. He is the go-to person for the EU's digital and tech diplomacy in Tokyo.

Responsible for a delivering EU-Japan Digital Partnership, he closely works with public and private stakeholders in the EU and in Japan to deliver on actions and open new avenues for cooperation.


A senior manager at the European Commission since 1998 he is committed to a positive European vision of a society and economy increasingly driven by technology. Prior to the EU he worked on international assignments for the strategy consulting firm American Management Systems, and for the European Space Agency, in the Netherlands. Peter holds a Master degree in Communication Engineering from the University of Technology in Graz, Austria, is a senior member of the IEEE and alumni of the ’93 class of the International Space University. He is married and has raised two daughters.

Since 1974, the EU Delegation represents, promotes and advances the interests and values of the European Union in Japan; it develops and strengthens bilateral political, economic, cultural, educational, scientific and other sectoral cooperation between the European Union and Japan and cooperates with Japan to enable the EU to better promote and advance its interests and values at a global and regional level.

I am committed to a positive European vision for a society and economy that increasingly benefits from innovative digital technologies. Recent events make me spend a lot of time on economic security, de-risking strategies and increased technological sovereignty. A highly sought after communicator, my diplomacy work is creativity paired with two-way journalism: Brussels <> Tokyo <> Brussels.

    I had the privilege of working three years with the Trump I Administration, observing the 2020 U.S. elections from up close and then working three years with the Biden Administration. With the inadequacies of digital products and services becoming unacceptable, I championed the EU’s new and practical innovation and regulatory approach in conversations with the White House, Departments of Commerce and State and the wider public-private DC-based policy ecosystem. With the inadequacies of digital products and services becoming unacceptable, I championed the EU’s new and practical innovation and regulatory approach in conversations with the White House, Departments of Commerce and State and the wider public-private DC-based policy ecosystem. I focussed my work on the EU- U.S. Trade & Technology Council and on our work to modernize online platform responsibilities and liability, AI, 5G, free flow of data, privacy and data protection, cyber security, foundational and emerging technologies such as Quantum and a Europe equipped with an open strategic autonomy - highlighting the cross-cutting nature of todays digital tech priorities.
    The EU - U.S. transatlantic partnership is and will remain special and irreplaceable.

      Appointed as Deputy Manager for the newly created unit NEXT GENERATION INTERNET, I lead the preparation and set-up of a new Commission wide flagship initiative on the future Internet. This includes all conceptual aspects of a large initiative, i.e. industrial policy, RTD programming, innovation leadership and engagement with a variety of stakeholders communities. Setting up a strong new team of 20+ members, responsibilities included Internet Policy and Governance.
