📢 New European Committee of the Regions report published: Territorial Impact Assessment (TIA) of the proposed Performance Framework Regulation Organised with ESPON Programme and ÖIR GmbH, the TIA workshop brought together experts from across Europe to test how a performance‑based framework plays out on the ground. Key takeaways: • Some proposed indicators and coefficients risk distortions (including green and social washing) • Better data and transparency alone won’t deliver results without capacity and traceability • A “performance‑based” approach to NRPPs is not territorially neutral and may widen disparities without safeguards • Multilevel governance and tailored approaches are essential 📘 The report offers evidence‑based insights to help ensure performance frameworks deliver results while respecting Europe’s territorial diversity.

TSI 2025 Project Closure | 2/8 📋 The EC's latest Pact implementation progress report names our TSI Community of Practice by name. A meaningful recognition. Over one year, the TSI 2025 CoP brought together 5 Member States (Estonia, Czechia, Ireland, Lithuania and Romania) to advance collective knowledge on the EU Pact's operationalisation. 👥 85+ participants · ⏱️ 15+ hours of peer exchanges · 🤝 External contributions from AT, CH, EUAA, FRA & Frontex · 📊 4 result visualisations Topics covered: 🔹 Screening Regulation 🔹 Vulnerability Assessment 🔹 Legal Counselling 🔹 Independent Monitoring & Safeguards for Unaccompanied Children 🔹 Simulation and testing exercises Interest in the CoP also grew with each meeting, a sign that practitioners across Member States valued having a structured yet informal space to exchange, beyond what formal guidance and official channels can offer. Sharing among peers openly what was working, what was not, and address the questions that still had no easy answers. Navigating the complexity of Pact operationalisation, balancing diverse national contexts with shared EU objectives, is no small task. But it becomes more manageable when you are not doing it alone. #EUPact #MigrationPolicy #CommunityOfPractice #TSI International Centre for Migration Policy Development (ICMPD) #PeerLearning

Many EU projects and proposals do not fail because of weak ideas. They fail because implementation systems were never properly designed. Undefined responsibilities, fragmented reporting, informal communication flows, and inconsistent partner coordination gradually create operational instability across the consortium. International cooperation today requires more than participation. It requires governance capacity. Institutions capable of structuring execution effectively are increasingly more resilient, more credible, and more competitive within international funding environments. Eunoia Institutional supports organizations in transforming funded projects into operationally manageable systems. From Strategy to Funded Reality. 🔹🌍📑
