Let’s finally attack the BAF this year.Lorin Cone liked thisThe House Republican Policy Committee held a hearing at Glen Brook Rehabilitation and Healthcare Center in Berwick, PA, to receive testimony regarding the Budget Adjustment Factor (BAF) and its impact on skilled nursing facilities. The hearing featured expert testimony from: Angela Zaydon of PHCA Charles Schlauch of Glen Brook Zachary Shamberg of Saber Healthcare Group The testimony focused on the critical need to establish a 0.9 floor for the BAF to provide financial stability and ensure continued access to care for Pennsylvania's most vulnerable residents. Originally implemented in FY 2005-06 to control cost growth, the BAF has become a tool that unpredictably reduces funding; for instance, the current BAF of 0.80 results in a 20% cut to calculated rates. With the current BAF set to expire on Jun 30, 2026, advocacy efforts are intensifying to secure a floor that would infuse an estimated $256 million in state dollars into the long-term care system for FY 2026-27. #advocacy #longtermcare #Pennsylvania #supportforseniors #PHCA

TA/Recruiter job openings in the U.S. continue to climb (surprisingly!) For the first time in nearly three years, postings are holding steady above the 45,000 mark. The sharpest demand we’re seeing is from clients in Data Centers, AI, Aerospace Engineering, and VC-backed and pre-IPO tech. What’s especially interesting: this strength in TA roles is happening at the same time overall U.S. job openings are trending down (per the latest JOLTs report). August’s jobs report showed just 22K new jobs created nationwide, yet demand for recruiters is starting to surge. Why? My hunch: - Lowering interest rates are fueling capital expenditures in tech - IPO activity is picking up - VC funding is flowing again - Companies are positioning for broad hiring in tech Recruiting is often the “canary in the coal mine” for hiring cycles. If this momentum holds, it could signal a broader acceleration in tech hiring heading into 2026. 👉 Do you think this trend continues?

Commercial and professional temporary staffing hours in the US reached year-to-date highs in the week ending Feb. 28, according to the SIA | Bullhorn Staffing Indicator report. Temp staffing hours rose 2.4% in the week compared to the previous week, which included the Presidents Day holiday. Commercial staffing hours increased 2.1%, while professional staffing hours were up 4.1%. Compared to the same week last year, commercial staffing hours were 3% higher; however, professional staffing hours fell 1%. “Both commercial and professional hours bounced back from the previous week dip caused in part by the Presidents Day holiday,” the report states. “The SIA | Bullhorn Staffing Indicator historical data shows that the Presidents Day holiday has in recent years been marked by a greater dip in professional hours than commercial hours. There is also a geographic factor; while Presidents Day is a federal holiday, a number of states do not observe the holiday with work closures.”

I attended a Staffing Industry Analysts webinar last week. The Webinar covered trends in various Staffing markets, most notably Technology. Some of the key takeaways are below. The recovery is real. 🟡 Tech Staffing was -10% in 2023. -6% in 2024. Forecast to return to growth in 2026. ⚫ 40% of Tech firms reported revenue growth in December. In April, that number was flat. 🟡 New orders are following the same direction. Not all of Tech is recovering equally. The roles and disciplines seeing the strongest demand: 🟡 Cyber — ransomware/phishing incidents are accelerating client spend here. ⚫ Cloud — clients are building the infrastructure AI actually needs. 🟡 Data — the foundation that underpins everything AI related. ⚫ Product — strong bill rate and volume growth. There was a consensus that software developers and web developers were under the most pressure. AI is compressing demand at the commoditized end of that market. The smarter firms are moving into Solutions. 🟡 Margin in pure staffing is tight. ⚫ IT consulting and solutions businesses are running significantly higher gross margins. 🟡 Clients want partners, not just suppliers. ⚫ IT Solutions now accounts for 27% of combined IT revenue — up from 24% just a year ago. Finally, the impact of AI is less dramatic than the headlines suggest. Three public company CEOs said broadly the same thing last week. 💬 Client infrastructure isn't ready. 💬 Spend is actually going up in cloud, security and modernization. 💬 The disruption is real but narrow. “TA/Recruiter job openings in the U.S. continue to climb (surprisingly!) For the first time in nearly three years, postings are holding steady above the 45,000 mark. The sharpest demand we’re seeing is from clients in Data Centers, AI, Aerospace Engineering, and VC-backed and pre-IPO tech.”

Staffing Industry Pulse Survey - September 2025 The latest Staffing Industry Analysts Pulse Survey reveals flat year-over-year revenue growth across US staffing firms, with IT and locum tenens leading at +5%, while travel nursing and per diem segments declined. Client delays are hitting small firms hardest - 30% report paused projects vs. just 13% for large firms. Yet, large firms saw a 3% revenue decline, while mid-sized firms posted a 1% increase, and small firms remained flat. Despite challenges, new orders are up 10%, but sales and recruiting difficulties persist, signaling a tough demand environment. The takeaway? Mid-sized firms seem to be navigating the turbulence better, possibly due to greater agility.
