For nearly three decades in technology, RAINN’s Chief Technology Officer Bill Bondurant has seen the same pattern repeat: new tools are launched, safeguards lag behind, and sexual violence is treated as an unintended consequence instead of a preventable risk.     When AI safeguards fail, real harm follows. In defiance of the Take It Down Act, xAI’s chatbot Grok continues to generate non-consensual intimate images – including minors. This isn’t a single error. It’s a pattern of preventable harm that existing laws were designed to prevent. Congress passed the #TakeItDown Act to address exactly this. Tech companies still haven’t fixed their systems. Survivors shouldn’t suffer for their inaction. “Technology companies cannot treat people’s lives as collateral damage,” RAINN VP of Public Policy Stefan Turkheimer said. “The Take It Down Act was passed nine months ago. The damage Grok does to young women and girls is criminal, and it must end.
