  • Congratulations to Hayley Becker, a true team player and environmental steward, for receiving a commander's coin from Naval Facilities Engineering Systems Command (NAVFAC) Northwest's Capt. Preston Taylor! As Deputy National Environmental Policy Act (NEPA) Project Manager, Hayley supports the Lead NEPA Project Manager in managing the entire complex Bremerton Waterfront Environmental Impact Statement (EIS) process, ensuring every detail is in compliance with NEPA regulations while effectively assessing the potential environmental impacts of the proposed plan. During the furlough last fall, she proactively stepped up to coordinate with contractors, address public comments on the draft EIS, and ensure communication lines stayed open. Her efforts helped minimize potential delays, keeping this vital project moving forward.

John Kilby recently visited Dry Dock 4 to see first-hand the progress taking shape across the shipyard and to discuss the projects ahead. During the visit, Naval Facilities Engineering Systems Command (NAVFAC) team members and industry partners highlighted the seismic retrofit wall-anchoring work, offering a real-time look at the effort from above as the team installed anchors in the dock below.

Rory immediately stepped in, directly contributing to the on-track preparation and release of the EIS. He coordinated with contractors to address public comments on the draft EIS and skillfully adjusted project milestone schedules to mitigate potential delays. His communication strategy helped maintain team cohesion and morale during a period of uncertainty, ensuring continued engagement upon the furlough's conclusion. Rory's commitment and initiative prevented a potential six-week delay in the project timeline, safeguarding the command's strategic objectives.   Way to go, Rory!

His technical solution and scoping skills dealing with military construction and facilities sustainment, restoration, and modernization within the NAVFAC Northwest area of responsibility are exceptionally noteworthy. Michael continues to train and educate others on the latest military construction budgetary and technical requirements and conducts numerous invaluable training sessions within his directorate for both peers and supervisors. Seismic retrofit work continues at Dry Dock 4 at Puget Sound Naval Shipyard & Intermediate Maintenance Facility with a 40 percent reduction from the initially estimated more than 1,000 anchors down to just 600 anchors. The critical restoration and modernization project, spearheaded by Naval Facilities Engineering Systems Command (NAVFAC) and part of the Navy’s Shipyard Infrastructure Optimization Program, enhances the resiliency of the dry dock against a seismic event, ensuring the Navy’s mission-critical assets remain protected and operational.   • More projects, less problems with Chris Pierson in the lead! Congratulations to Chris Pierson on earning the Project Manager of the Year title for 2026. Chris consistently demonstrates a high level of professionalism as a project management leader. He supports hundreds of projects valued at over $1.7 billion dollars, emphasizing quality project management practices and their critical impact on the U.S. Navy mission. Over the past year, Chris assumed control of two offices supporting naval operations and reported to multiple commanding officers. These offices support several sponsor groups, contributing directly to the U.S. Navy’s top mission priorities, including the Shipyard Infrastructure and Optimization Program, the Navy Nuclear Deterrent Mission, and the Columbia-Class Submarine Program. Moreover, his ability to execute critical repair projects and his capacity to lead a large, diverse team across multiple locations while delivering projects on time and within budget make Chris the ideal recipient of Project Manager of the Year.
