From a technical, legal perspective, they are, in a way, saying that shoplifters will be sexually assaulted, making the store the offenders of a worse way. I'm sure they don't mean it, but it is publicly posted and they are responsible for their own communications. Can't be too careful these days. What if a patron sues claiming they were traumatized and in danger because they felt threatened by the shop's declaration the they would be prostituted if they stole anything (even if by mistake)?
