WCAG-EM is a process for evaluating accessibility. Especially great for larger websites, where it isn't feasible to evaluate every single page, but you still want meaningful insight into the product's overall accessibility. At the Dutch government, this is what powers our accessibility dashboard for government websites (https://lnkd.in/ehpV6JPa), a substantial part of the ~9000 sites on there claim a specific status backed up by a WCAG-EM-based evaluation.
