Most dock congestion isn’t caused by effort. It’s caused by missing Critical Pull Time. CPT (Critical Pull Time) defines the deadline to protect a trailer’s scheduled departure. If a trailer departs at 10:00 PM, all loading must be complete before 10:00 PM. Finish at 9:55 → On time. Finish at 10:05 → CPT missed. Over the past few weeks I’ve been in Albuquerque, Lafayette, Fayetteville, Ft. Smith, and Phoenix---inside our facilities and with the operators doing the work. It reinforced something quickly. This freight is different. And so are we. We handle hazardous chemicals, industrial gases, semiconductor inputs, pharma materials---regulated, high-consequence shipments where the margin for error is small. Freight moving through clean rooms, specialty warehousing, production facilities---executed through assets, international forwarding, or domestic brokerage. In these environments, logistics isn’t just coverage and price. It’s safety. It’s compliance. It’s protecting uptime. When a shipment is missed or a load goes sideways, it’s not an inconvenience. It’s millions in downstream impact. What has stood out most to me is the people. Between Dupré Logistics, LLC and Rinchem Company, we’ve built a team with deep experience in regulated freight. Our 2026 Truckload Freight Rates Forecast is live. The domestic truckload market has reached an inflection point and appears to be entering a period of sustained spot and contract rate inflation. Winter storms acted as a catalyst, but years of challenging trucking conditions have driven an elevated level of attrition and left the market far more vulnerable to disruption. The summer peak shipping season between DOT Roadcheck Week in mid-May and the Fourth of July will be the next key period to watch. A weak but stable demand environment could limit how high rates move and how long disruption lasts, but if upside risks materialize, inflationary conditions could extend into 2027. 🚨 Texas To Crack Down on English Proficiency for Intrastate Drivers. Texas Governor Greg Abbott has directed the Texas DPS to strictly enforce the English language proficiency (ELP) requirements for ALL commercial drivers, including intrastate operators, who were previously exempt from such enforcement under Texas state law. Abbott also directed TxDPS to halt to issuing intrastate CDLs for drivers lacking sufficient English communication skills. This development comes on the heels of USDOT Secretary Sean Duffy’s recent public criticism of states who have not aggressively enforced ELP in recent months. Since enhanced ELP enforcement began on June 25th, Texas has cited ~445 drivers for ELP violations, most of which were cross-border/interstate drivers. 🚨 FMCSA Revokes 3 ELDs – Drivers Must Act by Nov. 3, 2025 🚨 The FMCSA has pulled three devices from its approved list of electronic logging devices (ELDs): • TT ELD PT30 (TT ELD Inc.) • ELOG42 (Leko Inc.) • Renaissance ELD (Renaissance ELD) 📅 What this means: • CDL drivers using these systems must stop using them immediately and switch to paper logs or another compliant system. • You have until November 3, 2025 to transition to a registered, approved ELD. After that? Using one of these revoked devices will count as running without an ELD—and full enforcement applies. 👉 Why? FMCSA says these units failed to meet technical standards in Appendix A of Part 395. Common issues: display visibility, data transfer, engine sync, and location recording. 💡 Takeaway: Don’t wait until the deadline. I saw the recent headlines about states pausing or restricting certain CDL / CLP issuances, Texas has suspended non-domicile CDLs, partly in response to new federal rules aimed at curbing improperly issued licenses. Texas Department of Public Safety. It got me thinking: what does this mean for freight prices down the road? With fewer drivers entering (or re-entering) the system, capacity could tighten. Less supply + steady or growing demand = upward pressure on rates. But it’s not a certainty, some influences might push pricing down (fuel, demand shifts, seasonal cycles). My take: I lean toward freight rates rising, especially on tighter lanes or less served routes. The usual suspects at it again. There are plenty of examples beyond the most important, safety, that show the impacts of foreign CDL holders on the industry. Blocking the administration's efforts to provide more clarity and regulation of who's on the road is both tone deaf & irresponsible. There needs to be a lane for foreign CDLs, but we must start somewhere. No longer can we afford to not know the true number of drivers on our roads and the issuing of "No Name Given" CDLs must stop. #Freight #HitReset
