It has been my passion to introduce and implement an emergency location system similar to Enhanced 911 (E911) or Next Generation 911 (NG911) in Pakistan. Implementing E911 and NG911 offers significant #publicsafety advantages, primarily through improved location accuracy, faster response times, and the ability to handle modern forms of communication. In my capacity as Member, International Coordination at the Ministry of IT & Telecom, I led cross-sector policy development and multi-stakeholder collaboration to introduce Google’s Emergency Location Service (#ELS) in Pakistan. Not sure about its progress now. As the Director General (Technical) at Pakistan Telecommunication Authority, I initiated the dialogue with the mobile operators of Pakistan to implement Emergency Location Services (ELS) in Pakistan. I had also engaged software-based location services provider, #PolarisWireless to design a system for Pakistan. But the main sticking point remained who will fund this project. Introducing Next Generation 911: NG911, or Next Generation 911, is an internet protocol-based system designed to replace the current analog E911 infrastructure to improve emergency communications. Key improvements include the ability for people to send texts, pictures, and videos to 911, more precise caller location data, improved network reliability, and better data sharing and interoperability among emergency services. The goal is to provide more information to Public Safety Answering Points (PSAPs) and first responders for more effective and timely emergency responses.  NG911 includes z-axis (vertical) location finding, as the Federal Communications Commission (FCC) has mandated wireless providers to deliver vertical location information for indoor 911 calls to improve emergency response. Technology is being deployed to meet the FCC's accuracy requirements, allowing emergency services to identify the floor or vertical position of a caller in multi-story buildings. Differences between NG911 & E911: NG911 differs from E911 because NG911 is an IP-based system that handles multiple data types, including voice, text, images, and video, while E911 is a legacy system primarily designed for voice calls over traditional phone lines. NG911 provides more accurate location data and allows for better data sharing between Public Safety Answering Points (PSAPs), improving emergency response times and coordination.
