San Diego County & Imperial County is ground zero for military transition in California. In 2020 alone: • 6,175 service members exited in County of San Diego • 80 exited in County of Imperial • That’s 36% of all military exits in California At the same time: • Employers are struggling with labor shortages • 25–28% of the regional workforce is nearing retirement • Skills gaps continue to widen Yet one of the most skilled talent pools in the country remains under-leveraged: transitioning service members. Non-Instrument Runway (NI) - Left - Used for visual approach procedures only - Pilots rely solely on their line of sight to align with the runway and land - Has minimal markings - typically just the runway designation number and centerline - No instrument landing aids - requires good weather conditions and visibility 2. “We need a report to see who’s responsible for their part in the queue and make them move the parts faster” was the improvement idea pushed forward. When I intervened and suggested root cause analysis, I was quickly shut down “It takes too much time, we don’t want a science project”. So, the report became part of visual management, one person dedicated to crunch the numbers and to gather all the involved parties and making them move their part. Doing this for a couple of months helped bringing the queue to the target level. “Good job anyone”, then I got a look “You see? It worked!”. A couple of months passed, while the report continued to be generated, but because the participants started complaining to their bosses that they spend too much time in these meetings the push didn’t continue. The system that was put in place was not sustainable. Consequently, the queue grew constantly until it reached the starting level. By that time, the one with the idea and the “You see? It worked!” look, moved on to other duties and the report was abandoned. Was that really an improvement? My take: if you’re considering visual management, start with these basic questions “Why do we want visibility on something?”, “How do we use it once we have it?”. Make sure you establish visibility to identify and address root causes, not to better firefight.
