I've found that one should ultimately tie to the other. If I design my tasks to actions that feed directly to the strategic goals, then I am obviously more likely to stay balanced within those things. However, if I find myself being a firefighter and things are unaligned, I need to step back and ask why things happen, how I can get them back to alignment, and where my focus has been lacking. Usually, that again ties to the strategic goals.
