The only way you can achieve a faster timeline is to do More Work in the same timescale. To do that requires additional skilled resources and involves a detailed understanding of the work scope and intensive planning to understand relationships between pieces of work so you know dependencies and what can be brought forward. The quality of the work depends primarily on the quality of the work force you use. So one must only bring in the highest quality of people who understand your standards. So your interviewing skills must be up to it and if using a sub contractor reserve the right to interview his staff.
