Layout Option Plugins

See the plugins defined in the code (src/Plugin/LayoutOption directory) and the OptionBase class.
Note, the OptionInterface is finalized for V1.0. It is still best if you build plugins by extending the OptionBase class. This will allow your code to inherit any bug fixes handled in this class and minimize update problems if the Interface changes.
