📈The number of young people out of work or training has hit a 12-year high – rising to over one million, according to the Office for National Statistics. The Rt Hon. Alan Milburn published an interim report for his independent review into young people and work, which finds that those not in education, employment or training cost the UK £125bn per year. It also warns that one in six young people could become NEET in the next five years if action is not urgently taken. In a recent RAND Europe commentary, experts from our Education, Employment and Skills team highlight that over half of young people classed as NEET report having a health condition and many also face complex challenges, caring responsibilities or deep-seated disengagement from formal systems. The authors argue that although there is no quick fix to this crisis, we don't have to start from scratch. The Young people and work interim report makes a compelling case for change. Even as someone who works in this area, some of the statistics cited in the report were shocking to read. The Rt Hon Alan Milburn reflects on how in comparison to other countries, "the UK has moved from being an average performer to an outlier". Together with Joanna Barbara Hofman and Emily Hutton, I worked on a study for the Youth Futures Foundation where we summarise the international evidence on 'what works' and consider which interventions are most transferable to the UK context.

The programme featured insights from our researchers on career pathways in the field, as well as project presentations from our teams on topics such as dual-use space systems, drug and alcohol treatment and recovery services, and the STEP Ukraine programme which supports Ukrainian guests to adjust to life in the UK. 🏠In the UK, around four million households rely on the social housing sector for a safe and decent home. Yet long-standing concerns about the safety and quality of social housing remain. To address these concerns, the Regulator of Social Housing (RSH) introduced a set of Consumer Regulation Reforms designed to strengthen landlords' accountability for providing safe, good-quality homes. The RSH has commissioned a consortium led by RAND Europe, with Shared Intelligence and the Cambridge Centre for Housing and Planning Research, to deliver an independent, theory-based impact evaluation of its Consumer Regulation Reforms, and assess whether they are leading to improved outcomes for tenants. Compared to just a year ago, offensive cyber capabilities are far more widely accessible thanks to advances in frontier AI models. Capabilities once reserved for experts are now within reach of anyone who can install the software. As the cyber landscape continues to evolve, states and security actors must develop a more sophisticated understanding of AI-enabled cyber capabilities. The AI Security Institute commissioned RAND and RAND Europe to conduct a human uplift study, which evaluated the impact of AI access on offensive cyber operations among lower-skilled actors. The report offers evidence-based insight into how AI access affects novice human cyberattacks.
