  • Russia's Defense Minister Visits North Korea to Meet Top Leaders Russia's Defense Minister Andrey Belousov arrived in North Korea to meet political and military leaders and will take part in ceremonial and commemorative events, the Defense Ministry said on Telegram. Vyacheslav Volodin, speaker of Russia's lower house, arrived separately and met North Korean leader Kim Jong Un, conveying "warm greetings and best wishes" from Russian President Vladimir Putin, according to a post on Volodin's Telegram channel. Russia and North Korea have cooperated in defense in recent years. Pyongyang backed Moscow's war in Ukraine and sent soldiers to the conflict zone. Russia has sent aid that has propped up North Korea's economy and helped Kim advance his weapons programs, Seoul and Washington have said.   • Trump said negotiations with Putin on Ukraine will continue. U.S. President Donald Trump said Washington continues efforts to achieve peace in Ukraine and maintains regular contacts with Russian President Vladimir Putin and Ukrainian President Volodymyr Zelenskyy, but he did not disclose details or when he last spoke with them. U.S. authorities are reportedly considering officially inviting Putin to the G20 summit in Miami in December, according to one outlet. Russian Deputy Chief of Presidential Administration Maxim Oreshkin said the negative effect on Russia's economy early in the year is due to more significant factors than internet restrictions, citing a labor shortage as a primary influence. Russia's Ministry of Economic Development reported GDP fell by 1.5% year-on-year in February after a 2.1% decline in January and attributed much of the dynamic to a calendar factor; President Vladimir Putin instructed the government to prepare additional measures to restore growth and support business. Minister of Economic Development Maxim Reshetnikov said internal economic reserves are exhausted due to labor shortages, and Central Bank Governor Elvira Nabiullina said the domestic market returned to growth in spring.   • Palestinian vote seen as test for future state amid Israeli pressure | | AW Palestinians voted in local elections on Saturday, April 25, 2026, that for the first time in two decades include Gaza. The vote is presented as a gauge of political mood amid claims that Israel's government seeks to destroy any future for a Palestinian state. The West Bank-based Palestinian Authority (PA) said the symbolic inclusion of the Gazan city of Deir al-Balah would reinforce its claim to authority over Gaza, from which it was ousted by Hamas in 2007. Gazans, many struggling to meet basic needs, welcomed the opportunity to vote; voter Mamdouh al-Bhaisi, 52, said he felt proud that the democratic process was returning. Since a US-brokered ceasefire in Gaza between Hamas and Israel took effect in October, intermittent US-led talks have made little progress toward a settlement envisaging international supervision of Gaza.   • Former Japanese Ground Self‑Defense Force General Analyzes Takaichi's "Taiwan Contingency" Remarks, Forcing China to Rewrite Its Invasion Script - Politics - Liberty Times e‑Paper Kiyofumi Ogawa, a former commander of the Japan Ground Self-Defense Force Western Army and senior researcher at the Japan-US-Taiwan Relations Research Institute, delivered a speech on April 25, 2026 at the invitation of the Friends of Lee Teng-hui in Japan. He analyzed Prime Minister Sanae Takaichi's November 2025 Diet remarks that a maritime blockade of Taiwan could constitute a "crisis of survival" for Japan. Takaichi's remarks drew strong reactions, including a reported threat from the Chinese Consul General in Osaka and calls from a Japanese opposition party leader for retraction. Ogawa said the remarks are strategically significant because they signal that Japan might intervene in the early, peacetime phase of a Chinese operation against Taiwan, which would break China's original operational assumptions and force China to revise its invasion plans, force allocations, and modeling. Ogawa described China's three-phase concept for operations against Taiwan: phase 1 (peacetime) - cognitive warfare, blockade, and efforts to prevent foreign intervention; phase 2 - transition from exercises to real combat with missile and cyber attacks; and phase 3 - full-scale amphibious landing.   • Iran Foreign Minister Heads to Russia as Talks Remain Stalled Iran's foreign minister Abbas Araghchi traveled to Russia after visits to Islamabad and Oman. The Iranian ambassador said Araghchi was expected to meet President Vladimir Putin on Monday. Iran's IRNA news agency quoted Iran's envoy to Moscow, Kazem Jalali, saying the meeting would take place in St Petersburg.   • The soft environment is the stabilizing anchor for retaining foreign investment. More than 3,000 foreign-invested enterprises have settled in Jiangxi. During a 2026 foreign-investor "Jiangxi tour" event, executives from over 200 foreign companies visited the province to learn about the factors attracting investors to the inland region. You Wangying, director of the Provincial Department of Commerce, said Jiangxi has trade relations with 228 countries and regions and hosts 215 Fortune Global 500 investors. He said the province's electronic information and nonferrous metals industries and its digital economy have reached the one trillion yuan scale, while equipment manufacturing, new energy, aviation, and pharmaceuticals are expanding. He noted that one quarter of the fuselage of the domestically produced C919 large passenger aircraft is manufactured in Jiangxi.   • SIPRI names countries leading in military spending in 2025 The Stockholm International Peace Research Institute (SIPRI) estimated that global defense spending in 2025 rose by 2.9% to a new record of $2,887 trillion, marking the 11th consecutive year of growth and a 41% increase over the past ten years. Defense spending represented 2.5% of global GDP, averaged 6.9% of all government spending, and amounted to $352 per capita. SIPRI published these figures in its annual review Trends In World Military Expenditure, 2025. Fifteen countries accounted for 80% of global defense spending, or $2,304 trillion. The top five spenders—United States, China, Russia, Germany and India—remained unchanged from 2024 and together spent $1,686 trillion, equal to 58% of the global total.   • Ghalibaf's resignation highlights Iran's internal power struggle On April 24, 2026, Iran International reported that Mohammad Bagher Ghalibaf, speaker of parliament and head of Iran's negotiating team, was rebuked by figures close to the Supreme Leader and hardliners for attempting to include the nuclear issue in talks and was forced to resign from the negotiation team. Many GST cases feature taxpayers arguing that notices are machine-generated, non-speaking, or vague and thus violate natural justice.
