Asia CarbonX Change is excited to reaffirm our commitment to sustainable practices, inspired by PETRA’s latest announcement which aligns with Malaysia's NETR roadmap. This statement reinforces the pivotal role of Renewable Energy Certificates (RECs), specifically in Peninsular Malaysia for our corporate customers, where the transfer of RECs generated through government renewable energy programs abroad, must go through the Energy Exchange Malaysia (ENEGEM) or other government-approved frameworks. Since our inception in 2022, ACCP has been at the forefront of advocating the use of Biomass/Biogas RECs by corporate customers. The remarkable sale of carbon credits from Linshu Biogas Recovery and Power Generation Project in China last year's BCX auction, which saw the carbon from the biogas plant traded at RM18.5 (USD 3.90) per metric Tonne, exemplifies the growing market recognition of such carbon credits. With PETRA’s endorsement of unbundled RECs from solar, hydro, biogas and biomass sources, we see a promising future for these instruments in corporate carbon management strategies, particularly for Scope 2 emissions reduction. It’s important to note that whether generated from solar or biogas sources, 1 MWh of renewable energy from either source contributes equally to offsetting the grid . The grid emission factor is 0.75 tonnes of CO2(e) per MWh in Peninsular Malaysia. This equivalency, documented in Malaysia's biennial update to the UNFCCC, underscores the effectiveness of RECs in achieving carbon neutrality. Moreover, the Science Based Targets initiative (SBTi) prioritizes RECs over carbon credits due to their direct impact on reducing Scope 2 emissions, their traceability, and their support for renewable energy development. This makes RECs a strategic choice for MNC's companies, particularly those using palm oil in their value chain , e.g. Food, Cosmetics and Personal Care, Cleaning Products and Pharmaceutical industry, to use bio-RECs derived from agricultural waste like POME and EFB, enhances their sustainability holistically across their operations. The Role of Renewable Energy Certificates in Decarbonizing the Grid As Malaysia and ASEAN transition towards a low-carbon energy future, Renewable Energy Certificates (RECs) play a critical role in bridging the gap between renewable energy generation and corporate sustainability commitments. RECs provide a market-based mechanism that allows companies to claim the environmental benefits of renewable energy, thereby reducing their Scope 2 emissions in compliance with international standards. In Malaysia, the government’s National Energy Transition Roadmap (NETR) and Renewable Energy Roadmap (MyRER) are driving increased renewable adoption, with initiatives like bundled hybrid RECs from Green Electricity Tariff (GET) and unbundled RECs from technology based RE Generation like Biomass, Biogas , Small hydro and Solar under the various NEM schemes with REC Arbitrage methodology , offering businesses ways and means to procure clean energy. Across ASEAN, the ASEAN Power Grid (APG) presents opportunities for cross-border energy trading and usage of the country based UNDFCC Grid Emission Factor (GEF) could present a unique ASEAN way to harmonize the REC market Despite its benefits, RECs face challenges such as misconceptions around additionality, regulatory fragmentation, and possible double counting risks. However, innovations such as blockchain-based REC tracking, bundled and unbundled RECs with / without PPAs, and ASEAN-wide REC registries are shaping the future of the market. Stronger policy frameworks, regional collaboration, and corporate adoption will be key to ensuring that RECs drive meaningful decarbonization of the grid
