Sorry for replying in English! (I read your post using Google Translate).

The procedure for adding a language for Drupal is:

  1. Check the Drupal Translations site to see if a translation already exists for your language
    • If you can find the language, then join the group and add translations and vote on existing translations.
    • (I was not able to find Kichua in this list)
  2. If you cannot find the language on localize.drupal.org, then look to see if someone else has submitted a request for the language to be added on the waiting list of languages.
    • If you can find an existing request to add your language, then leave a comment in the issue saying that you would be willing to add translations and vote on existing translations for that language. If the issue's Status is set to "Postponed" or "Postponed (maintainer needs more info)", then you can set the status to "Needs review".
    • (I was not able to find Kichua in this list either)
  3. If you cannot find an request for the language to be added, then you can add one. I am not sure what the criteria for a new language to be added are, but when I look at other requests and the information needed to enter it into the system, it seems like you should include the following information:
    • The name of the language in that language (e.g.: "Español")
    • The name of the language in English (e.g.: "Spanish")
    • The language's ISO 639-2 or ISO 639-3 code, if it exists, or a note to say it does not exist (we can make up a code if necessary).
    • Which direction you write the language in (i.e.: left-to-right or right-to-left).
    • Which script (symbols) the language uses (e.g.: "Latin" vs "Cyrillic" or a Unicode block or range, and/or whether the language uses any special symbols)
    • A link to more information about the language (Wikipedia seems to be okay but additional links would be useful).
    • Whether the language is officially used in a certain country, province, region, city, etc. and an estimate of how many people speak the language.
    • If you know of any other software that has translations for that language.
    • Clarification that you would like to be the Group Leader for that language (i.e.: are you willing to organize other people who want to translate to that language?)
    • A list of languages similar/related to the language.
    • How the language differs from those other languages. That is to say:
      • Do you pronounce things differently? (e.g.: "German" vs "Swiss German", Mandarin Chinese vs Hakkan Chinese)
      • Do you spell things differently? (e.g.: "English, British" vs [US] "English")
      • Do you use a different vocabulary? (e.g.: "Simple English" vs "English", Mandarin Chinese vs Hakkan Chinese)
      • Do you use different symbols to write (e.g.: "Simplified Chinese" vs "Traditional Chinese")
    • An explanation of how pluralization works in that language.

Finally, and most importantly, if you know anyone else who is willing to help translate Drupal into that language, encourage them to verify that the information you provided is correct, and volunteer to help with translations, because the Drupal team in charge of localize.drupal.org wants to make sure that the language will be maintained properly in the future.

I hope that this helps!
