I thought that "DrupalCon Brussels 2006" would be something like DrupalCon Amsterdam 2005. Isn't it?
Following events take place:

Is there anyone who can explain me the difference between DruCon and BarCamp?

I didn't go to DrupalCon Amsterdam, so maybe other people can inform you about that. The main difference between DrupalCon and BarCamp is that DrupalCon will be purely about Drupal while the Barcamp is for all kind of (web 2.0) users. Similar the GovCamp will have a focus on web-application for governements purpose.
I need to react to the dates, we need to looking to when the GovCamp takes place, hope to get back to that this week. I think and hope it will be on Wednesday (Thursday as planed maybe a problem) I'm trying to get the venue fixed for Thursday, Friday and Saturday. Sunday would be Barcamp. The location for the tree meetings will be different, but as far as we have something concrete we should be able to do Drupal stuff at Barcamp and GovCamp.

DrupalCon Brussels will indeed be similar to last years event -- 2 days focused on Drupal discussions. Just like last year, BarCamp will be after DrupalCon, and is a general/open event where many different things get discussed/presented/etc. --- see BarCamp wiki for more information on what to expect.
Once we get the venue coordination worked out between the three events, we'll be posting finalized updates.
