Steps to reproduce the bug

1. Turn on auto generated captions to any language that doesn't have regular captions
2. They don't appear

Actual behavior

The only auto generated captions that appear are for the language that already has regular captions. I can select tens of other languages but captions don't appear.
Although sometimes they work but ONLY for English - no other language, anything that requires translations.
