Because the website is not the distribution.

What's the policy for website commits, then?

The same policy as we've always had to updating the website (prior to git)-- committers can make updates as they wish. I and lots of the community will read everything and make/suggest changes as necessary.

When writing, it's a lot easier to iterate and make progress this way (i.e. making progress in smallish steps).

I frown upon too much bureaucracy when it comes to writing documentation. It's hard enough to get committers to document, inline, what their addition does. It's a lot harder to get people to write detailed guides like this about their contribution.

Yep- I see it. It'll be reviewed when Eugene considers this steady-state (I believe it's close). No worries about keeping track of these reviews-- I got 'em.
