I am getting the below message when I try to access premium models

"You have exceeded your premium request allowance. We have automatically switched you to GPT-4.1 which is included with your plan. "
My usage metrics show that $0 has been used. I am on a student developer pack with a Github Pro. Can someone help me with this?

I'm encountering the same issue with the GitHub Student Developer Pack. I regularly rely on Claude 4 Sonnet for my coding projects, but as of today, July 16, 2025, my quota has been limited until August 1, 2025.

Additionally, I can't access the "standard" GPT-4o, which is supposed to be available, as it's also capped. This forces me to use GPT-4.1, which is significantly worse for understanding complex code and inspecting my current codebase effectively.

For those getting the message " You have exceeded your premium request allowance", I wanted to clarify how premium requests work with GitHub Copilot.

All chat-based features—such as Ask, Edits, and Agent modes—consume premium requests when they use advanced AI models. The number of requests consumed depends on the model and its associated multiplier. Here are a few examples:

• GPT-4.5 in Copilot Chat: Uses a 50× multiplier; one interaction counts as 50 premium requests
• Claude Opus 4: Uses a 10× multiplier; one interaction counts as 10 premium requests
• GPT-4.1 and GPT-4o on paid plans: Included in the plan and do not consume premium requests

Please see the full list of Model multipliers for paid plans for more information.

Once your monthly premium request quota is exceeded:

• Access to premium models and Copilot Code Review will be restricted until the next quota reset date
• You will not be charged extra unless you have configured a Copilot Budget
• If you have set a Copilot Premium Requests budget, additional usage will be billed at $0.04 USD per premium request. Once your budget is exhausted, access to premium models will stop again.

To avoid hitting your quota or incurring charges:

• Check which model you're using: Switch to GPT-4.1 or GPT-4o to avoid premium charges
• Monitor your usage: Understand which features and models are contributing most to your request count
• Be aware of rate limits: Even included models may be subject to rate limiting once quota is exceeded

Cannot be fixed. Seems they made it very difficult to use it. I used for 4 days and see it went to 45.8% which was never the case earlier. I used it for basic projects this time.

From this month the usage limit is significantly tightened!

In my opinion, There is not much quota available for student pack.

As you can see above Claude sonnet 4 uses 1x. In-fact, if we reach the limits, we cannot further use the standard models except GPT-4.1(worst).

Openrouter does provide limited free access to some free models out there, But they're locked by VS code, we cannot possibly select the free versions of it! Overall, I think this was intentional to prevent abuse of the API and fulfill the budgets of the partner companies which provides their APIs. But with these limits I can't even make basic projects. Changing guidelines and quota while being in a plan is unethical. However I respect this initiative from Github that you guys provided a lot of free tech to the students.

That message means you’ve hit the request limit for premium models (like GPT-4.1-Turbo / GPT-4.1-Preview) that come with Copilot. Even though your billing usage shows $0, the limit isn’t about charges — it’s about the quota included with your plan.

A few important points:

With GitHub Pro (via the Student Developer Pack), you get Copilot included, but premium model usage is still capped. Once you exceed the allowance, Copilot automatically switches you back to the standard GPT-4.1 model.

The usage dashboard only shows billable spend, not the free quota usage. That’s why it still shows $0 even after you’ve hit the premium limit.

The quota resets after your billing cycle renews.

👉 If you need higher limits, the only option right now is to subscribe to Copilot Pro (individually) or have your org upgrade to a higher Copilot plan.

If you think the limits are being applied incorrectly to your account, you can open a ticket with GitHub Support
and include screenshots of your plan + the error message.

ISSUE IS WITH FREE TRIAL!

For some reason the free trials don't support additional budgets for copilot premium requests. Need to be on the paid Copilot subscription, not on trial. Can just click 'start paid subscription' on the 3 dots in Settings>Billing & Licensing on your current copilot plan.

Thanks, yes, this is the problem. First enable 'start paid subscription', and then update your budget, then the issue will be resolved.

I also signed up to $100 dollar, Claude stopped - saying premium used up. So I started a new budget with a further $50 and still no Claude 4.5 feeling rather like a form of extortion. Please help!

this is June 20th now and they have been regularly billing me direct orders for £35 from my PayPal and I still don't get premium. Also I got a message saying the annual billing scheme had changed? Frankly I can't understand a word of the sales,speak above and nor can I figure out the new billing scheme. So I cancelled on my userpage - which was difficult to log back in to - and I got $75 of my $100 dollars back. I have never used the system since March and it is a shame it is so cumbersome.

Thanks for the report. Even though your usage shows $0, premium model limits for Student/Pro accounts are separate from billing usage. When the request allowance is reached, Copilot automatically falls back to GPT-4.1.
