updated Census readme to add DevCloud instructions

Existing Sample Changes

Description

Made major changes to create separate workflows for users who are running a sample on a local installation and another workflow (section) for users who are running samples on DevCloud.

NOTE: Prior to accepting pull request, please review the commented sections in the README.md:

1. I did not see an option to run in batch mode, so the instructions do not refer to batch mode.
2. In the node table, if a node is applicable to this sample, please change the node name to BOLD so users can easily identify which nodes are available. I am not sure if the table is even valid for this sample, since there are not any instructions on how to run in batch mode. Please comment in the review to let me know if the table should be deleted or not.
