We have merged full support for the current expandable hover API on TS Server: microsoft/TypeScript#61492.
It will be shipped in TS 5.9, but it is already available in the latest TS 5.9 nightly version.
This PR brings back #228255, effectively reverting the revert, re-adding the expandable hover implementation and setting to the TS vscode extension.
