Proposes temporarily skipping the
rchkjob, to unblock CI here until (hopefully) changes on R-devel and / or in therchkcontainer image we use are resolved.If those don't resolve themselves quickly, I'll try to investigate the root cause more thoroughly. But for now, this unblocks LightGBM's CI.
