Canonicalize the expected site-packages path in test_initial_configur…

…ation_blocks_tsp_requests

Summary:
`test_initial_configuration_blocks_tsp_requests` fails on the GitHub macOS runner (https://github.com/facebook/pyrefly/actions/runs/38497869085/job/115637727556). The temporary directory lives under `/var`, which is a symlink to `/private/var` on macOS, and the server reports canonical search paths. The test built its expected URI from the non-canonical path, so `/private/var/.../site-packages` did not match `/var/.../site-packages`.

Canonicalize the expected path before comparing, matching the sibling tests in `get_python_search_paths.rs`.

Strip debuginfo from i686 binaries (#5086)

Pyrefly isn't able to compile i686 binaries because it keeps OOMing on github CI. Let's try stripping this, which should make the linking step use a lot less memory

Summary:
- Bump the pyrefly version from 1.3.1 to 1.3.2 on `fbcode/releases/pyrefly/v1.3`. When this lands on the branch, the publish workflow releases 1.3.2.
- The release bot filed D122198946 with the same change, but a push to a release branch must come from the diff author, and ULE does not land onto non-default branches. So I filed this copy under my name and I push it directly.

The content is byte-identical to D122198946: `version.bzl`, plus the regenerated `Cargo.toml` and `Cargo.lock` from `arc autocargo -p pyrefly`. T290537500 tracks the release.
