According to typescript-eslint/typescript-eslint#12521, typescript-eslint is unable to support TS 7, see this comment:

TS 7 is not supported by typescript-eslint and cannot be supported for the known future (due to TS 7 lacking an API).

This currently blocks us from upgrading to TypeScript 7.
