FYI notes. These bullets link to pages added in #46263, so this PR should merge after it.
- Replace "compatible devices" with "devices whose graphics driver supports it" - EXT_clip_control: drop the WebGPU comparison and say the 0 to 1 depth range "can" improve precision, as in the spec - EXT_texture_norm16: note it's WebGL 2 only and was previously behind the draft extensions preference Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>

This adds release note for FF159 support of WebGL EXT_clip_control, EXT_texture_mirror_clamp_to_edge, EXT_texture_norm16.
I am not particularly comfortable with WebGPU specs. This is inferred primiarly by Claude from comments on the issues, bits and pieces of the spec. What I've done is tried to verify each claim specifically has text in the spec or issue that matches.
