WebGL extensions: worker macro, page types, sidebar entries - #46261

- Add {{AvailableInWorkers}} to all WebGL extension pages and their
method pages; every extension IDL is [Exposed=(Window,Worker)]
- Use the webgl-extension and webgl-extension-method page types for
ANGLE_instanced_arrays and OES_draw_buffers_indexed
- Add the 11 extension pages missing from the WebGL sidebar (GroupData)
- WebGL API landing page: link WebGLObject and drop the stale
experimental badge on EXT_float_blend

FYI notes on where the changes in this PR come from, attached to representative lines.
Split the two sentences onto separate lines, match the link text to the
target page title ("Using WebGL extensions"), and drop "in the WebGL
tutorial", since that page isn't part of the tutorial.

This fixes some issues with WebGL extension pages and their method pages prior to doing work for extension supported added in FF159.
