Test table ids generated from prefix generator are cleaned up by https://github.com/googleapis/java-bigtable/blob/main/google-cloud-bigtable/src/test/java/com/google/cloud/bigtable/test_helpers/env/TestEnvRule.java#L148. Updating SampleRowsIT test to use PrefixGenerator in case the delete failed.
