Removing the planned tokens and docs placeholder commands from the CLI overlay (commands.yaml and help.yaml).

Update TestGenerateIntentCommand, TestExitCodeContract, and TestHelpBudgetAndFooter to stop asserting on the removed tokens and docs placeholders.
