runtime: debug.decoratemappings don't work as expected [1.25 backport] #75669

@gopherbot Please open a backport issue for Go 1.25.
A feature that shipped in Go 1.25 is broken with no workaround. The fix is small and safe, ultimately just slightly modifying the initialization order of the runtime on some platforms.
