Fix Plazas & Promenades DLC service point buildings being disabled after-hours.
Add support for Campus Industries Housing mod.

• Lifecycle Rebalance

Implemented support for the Sunset Harbor DLC:

• The fishing industry will have one (extended) work shift
• Citizens now will visit child care buildings and elder care buildings
• Fixed #257 - a reduced shopping activity could be observed sometimes
• Fixed an issue that caused some buildings to be in inactive state initially
