Changes in this PR

Updating parameters for Go Releaser workflow.

  1. changed owner from TimothyStiles to bebop
  2. change draft from true to false. Will now auto-publish release
  3. changed pre-release to true
  4. name template has been truncated. Had been doing this manually on each release anyways.

Why are you making these changes?

General maintenance.
