Merge Dev/jan into experimental

List of changes:

• moved scripts to own directory for packaging
• added workflow scripts for testing and packaging
• added status badges
  • test should run, once num_rewardable_sequences undefined in envs/rl_toy_env.py #3 is fixed [ ]
  • build badge only reports fail for master but works on dev/jan [x]
  • TODO: coverage [ ]
  • pypi and python [x]
• added installation option via poetry
• updated README to contain pypi installation
• fixed undefined var in test
• added docs build and instructions to rebuild and deploy
• added main-function for run_experiments
• updated authors

None of the changes should break anything and I think merging would be wise to prevent divergence before everything is merged into master.
