现在不需要编译两次了吗？是否需要保证paddle已经安装？

现在直接编译即可，不需要paddle先安装再生成文档了。travis/build_doc.sh是在travis ci上编译doc的文档，从前11行可以看出，现在不需要先安装paddle了。
