[MIG][19.0] web_widget_open_tab: Migration to 19.0

Migration web_widget_open_tab from 18.0 to 19.0.

I will also quickly note that per Odoo task-id 4031939, web_widget_open_tab may not be necessary for 19. My customers are still on 18, but I intend to try to phase out their use of this module during that upgrade.

I was not aware of this change and I went to try it. At least the smart buttons now allow you to open in a new window. I will validate some more cases and maybe you are right and it is no longer needed in version 19.0.
