Summary

• Add user-facing documentation for PowerToys Text Expander: enabling it, managing snippets in the separate snippet editor (search, edit, duplicate, delete), creating snippets, the Insert variable menu and variables, and questions asked when a snippet runs.
• Document the Advanced settings in PowerToys Settings: matching options, the insertion method, clipboard restore, typing ahead, and undo.
• Document the JSON snippets database (PowerToysTextExpanderSnippets.json): starter snippets, editing it in a text editor, load errors, and using snippets on several PCs with Move snippets database and Sync from another PC.
• Cover privacy and limitations: the sensitive-info warning, elevated apps and password boxes, input method editors, running PowerToys as administrator, apps that block pasting, and the ConfigureEnabledUtilityTextExpander Group Policy.
• Add Text Expander to the PowerToys table of contents.

The implementation PR is still under review. This documentation does not claim that Text Expander has shipped or associate it with a release. The page follows the design in that PR as of its head commit 4a569d1: labels and behavior were checked against its UI strings and code.
