Documents CursorBrake as implemented in microsoft/PowerToys#51403.

Summary

• mouse-utilities.md: add a CursorBrake section before CursorWrap, in the page's alphabetical order, with an overview, an animated image and the settings table.
• mouse-utilities.md: move the CursorWrap image below the CursorWrap overview, as Find My Mouse has it, so it does not trail the new section.
• grouppolicy.md: add the ConfigureEnabledUtilityCursorBrake row before CursorWrap.
• Add images/mouse-utilities/cursorbrake.gif (1600x900, 910 KB).

The earlier draft described three friction modes that PowerToys does not ship. This version replaces it. Setting names and choices match the PowerToys Settings page.
