Retained recovery for the four f284 application packages requires a physical schema observation, but the workflow built its observer only for an older recovery run. The original workflow reproduces this missing prerequisite before dispatch.
The dispatch-only job now installs and builds the existing read-only observer after authenticated package preparation and before Azure login/recovery. Exact historical workflow compatibility remains directional; live execution still requires the current promoted source. No application package rebuild, SQL replay or provider mutation is added.
The independently reviewed four-file correction passed 13 focused tests, including the original-workflow failure and negative ordering/source cases. This request binds immutable source 8f709b5 to a zero-target validate-only promotion. Normal hosted CI and specific exact-head merge approval remain required. Original run 41336371077 and application f2841ef remain the sole intended recovery material.
