Add test cases for packages/server/src/utils/config.ts

Run with:

node config.test.js

Output:
All config tests passed

@CathyZhang1009 can we make it into .test.ts file and using describe, it from jest? Similar to this PR https://github.com/FlowiseAI/Flowise/pull/2485/files
