Provides some blocks that have strict uses. So instead of creating an image block type, which would be a content entity, you can now create instances of an image block, which would make it config.
The reason for this is to make it possible to create blocks directly from the layout builder interface with no additional config needed.
Currently providing the following blocks:
- Image block (a block where you can upload an image)
- Video block (a block where you can supply a video URL and get an embedded video back)
