What is the purpose of the "Additional configuration" filed under the "complete split" and "conditional split" in a split configuration form?

Here you can do two things:

1. Use wildcards to split several configuration objects in a handy way. For example, if you write user.role.* you will split all the user.role configuration objects (user.role.administrator, user.role.anonymous, user.role.authenticated, etc).

2. Manually select configuration objects. If you add here configuration object names and save the form those objects will already be selected on the "Configuration items" section. This is a handy way to select many items if you already have a list with their names instead of having to point-and-click each configuration object in the "Configuration items" form element.
