You need to side load and install android from a computer. Its easy to do with YouTube videos. WebOS that shipped with touchpad had its servers shut down years ago for updates, content delivery, store, etc.

The reason why your HP TouchPad isn't updating is right after it got released HP ended support for webOS and thus,also ending updates for webOS.
